The IRTE Northern Centre opened its new CPD season with an exclusive presentation from Northwest Traffic Commissioner David Mullan. From digital security threats to real-life compliance cases, members were given a rare insight into the challenges facing the transport industry today.
The IRTE Northern Centre launched its new season of CPD presentations with an engaging talk from David Mullan, the Traffic Commissioner for the Northwest of England. The event, held at the Barton Manor Hotel near Preston, welcomed 53 members and guests.
Mr Mullan, who took up the role of Northwest Traffic Commissioner in 2024, began by outlining his background in the civil service in Northern Ireland, where he held a variety of finance and policy positions across several Executive Departments before moving into his current post.
He then provided an update on the work of the Traffic Commissioners’ office network, noting that Kevin Rooney succeeded Richard Turfitt as Senior Traffic Commissioner during the summer, and that their annual report was published in August.
A key focus of his presentation was the licensing system (VOL) and the ongoing investment in digital systems and cyber security. He emphasised the critical importance of data protection in the transport sector, warning that some operators have been targeted by hackers and even held to ransom after breaches.
Mr Mullan went on to share an overview of the number of driver conduct hearings and public inquiries handled in the Northwest region over the past year. He explained how compliance cases are assessed, starting with investigations by DVSA into maintenance standards or tachograph irregularities, through to driver non-compliance cases involving issues such as bridge strikes, mobile phone use while driving, or disqualification.
The audience also gained valuable insights into a selection of recent operator non-compliance and driver conduct cases that Mr Mullan had overseen in the last 12 months. He encouraged members to share what decisions they would have made in each case, before revealing the official outcomes and the rationale behind them.
During the Q&A session, members raised a wide range of issues, including the use of driver hire agencies and the responsibilities of maintenance contractors who fail to meet required standards.
The evening closed with thanks from IRTE Northern Centre Committee member Michael Sweetmore, who praised Mr Mullan’s informative and thought-provoking presentation. Hon. Chairman Daneil Fisher then presented the Commissioner with a certificate of appreciation and an IRTE plaque on behalf of the Northern Centre.
