The Fluorinated Greenhouse Gases (Amendment) Regulations (Northern Ireland) 2012 ("the F-gas Amendment Regulations") have recently become law, and are due to come into operation on 30th June 2012. You can view these new Regulations at:

http://www.legislation.gov.uk/nisr/2012/230/contents/made

The F-gas Amendment Regulations amend the Fluorinated Greenhouse Gases Regulations (Northern Ireland) 2009 ("the F-gas Regulations"), which you can find at:

http://www.legislation.gov.uk/nisr/2009/184/contents/made

In the F-gas Amendment Regulations, please note especially regulation 4. This regulation allows for other organisations as the Department may from time to time designate to also issue qualifications certificates for work with F-gases in your particular sector of industry.

This provision is merely designed to keep the F-gas Regulations as flexible as possible, allowing for possible changes in the future. Your own organisation's status as a certification and/or evaluation body remains intact.
Should your organisation change its name, certificates issued by your organisation will remain valid, thanks to the F-gas Amendment Regulations.
Regulation 4 of the F-gas Amendment Regulations can be found at: http://www.legislation.gov.uk/nisr/2012/230/regulation/4/made
